- Goals:
  - Initialize frontend workspace with TanStack Router, shadcn/ui, Tailwind v4
  - Set primary color to `#ac0000`
  - Provide `ApiClient` and `AuthContext` foundations aligned with cookie-based auth (httpOnly refresh cookie, access token in memory)
